In general Softwood Timber is best Varnished and Hardwood Timber is best Oiled, their are exceptions to this depending on what colour and finish you are looking to achieve.
Don’t be put off using an Oil, because modern finishing Oil is easier to apply than Varnish, dries just as quick and looks better with age.
The process we use to finish Stair parts is as follows.

For finishing Redwood Pine and Yellow Pine seal the Wood with a coat of Sanding sealer, which will fill the pours of the Wood, when dry sand the Wood with 150 grit Glasspaper or an equivalent sponge sanding block, you should now have quite a smooth surface, even better if you use a vacuum cleaner to suck the sanding dust out of the Wood.
Do a second coat of sanding sealer and sand with 240 grit Glass paper or equivalent then vacuum again.
If you intend Waxing the Pine, you can now apply a couple of coats of paste Wax.
For a Varnish finish, apply a coat of clear or coloured Acrylic Varnish with a Paint pad.
Acrylic Varnish does not flow out like spirit based Varnishes so you need to keep using the Paint pad to remove too much build up of Varnish in any tight corners.
(We use Acrylic because it has very little smell and dries in about 30 minutes.
We use Paint pads because they give a better finish than a Brush.)
When this coat is dry, Sand with a fine grade of synthetic Steel Wool, Vacuum off the dust and then apply the final coat of Varnish, again using the Paint pad.

For finishing Hardwood apply a coat of Liberon Finishing Oil using a Brush.
When dry, sand with 150 grit Glass paper or equivalent and vacuum off the dust.
Apply a second coat of Oil, after a few minutes wipe of any excess with Kitchen Towels and allow to dry.
Sand with 240 grit Glass paper and Vacuum off the dust.
Apply the third Coat using a Paint pad and spread sparingly, less Oil at this stage will give a better finish.
When dry sand with the fine grade synthetic Steel Wool and Vacuum off any dust.
Now apply the final coat with a soft rag by just wiping over.

Rags which has been used for Oil finishes and Sanding sealer generate heat if they are bundled together, and in some circumstances can catch fire, so lay them out flat to dry (outside) before disposing of them.
